Leadership Statement

The Encompas Mental Health Wellness Program arose from a partnership between the Ontario Provincial Police Association (OPPA) and Dalton Associates in response to the OPPA’s concern for the mental health and wellness of their members.

The OPPA’s goal was to work with an organization towards the development of a wrap-around, cohesive, and comprehensive mental health support system for their members; one that would have a significant positive impact on a members’ access to care, the delivery of the right treatment for the right individual, and ultimately a positive effect on the members’ well-being.

What grew from this collaboration is Encompas; a First Responder-tailored mental health and wellness service that not only provides the direct and culturally-relevant assessment and treatment services, but also ensures that the pathway to mental healthcare is barrier-free and supports sustainable mental wellness for all those who access the program.

Carl Dalton is the Chief Executive Officer of Dalton Associates Mental Health Services, serving the province of Ontario. Carl holds a Masters of Social Work Degree and is a Registered Social Worker with the Ontario College of Social Workers and Social Service Workers. He brings 20 years of clinical and business leadership experience in education, mental health and addiction fields.
Michelle Goldsworthy, M.S.W., RSW

Michelle Goldsworthy holds a Masters of Social Work degree, and is a Registered Social Worker with the Ontario College of Social Workers and Social Service Workers. Michelle manages and coordinates mental health and wellness support programming within the Corporate and Government Services Division at Dalton Associates.

Jennifer is Registered Psychologist with the College of Psychologists and Behaviour Analysts of Ontario, and is listed with the Canadian Register of Health Service Providers in Psychology. She holds a Specialized Honours Bachelor of Arts degree in Psychology from York University, Toronto, Masters of Arts degree in Counselling Psychology from Adler, Chicago, and a Doctor of Psychology in Clinical Psychology. Jennifer has over 10 years of clinical experience in a variety of therapeutic techniques and modalities.

Kathi is a Psychological Associate registered with the College of Psychologists and Behaviour Analysts of Ontario. Since obtaining her Master’s Degree in Clinical Psychology, she has worked mainly in private practice and has nearly 20 years experience providing psychological assessment and treatment to individuals and couples. She currently holds the position of Director of WSIB Services at Dalton Associates. Kathi has a special interest in working with first responders and has obtained extensive training in this field. She provides a full range of psychological services (diagnostic assessment and treatment) to those dealing with stress, depression, anxiety, post traumatic stress disorder, chronic pain and specific phobia.
Dr. Rakesh Jetly, OMM, CD, MD, FRCPC

Dr. Jetly is a psychiatrist with many years of experience working with military and veterans in occupational health settings. Dr. Jetly is currently the Head of the Centre of Excellence on Mental Health, Directorate of Mental Health within the Canadian Armed Forces, and an associate professor of psychiatry at Dalhousie University and the University of Ottawa. He has published numerous articles in professional journals and presents nationally and internationally on such topics as post-traumatic stress disorder, operational psychiatry occupational mental health and leveraging technology in mental health.

Louise joined the Dalton Associates team in 2020 as Manager, Corporate Client Relations. She brings a unique blend of business acumen and people know-how gained through considerable experience managing global teams and customers over the last 20+ years in an evolving landscape of workplace mental health and wellbeing. She believes that mental health support should be accessible, timely and impactful. She has partnered with organizations to deliver customized solutions that mutually meet the mental health needs of employees and the psychological health and safety goals or organizations and associations. She is an authentic leader with unwavering commitment to the success of the organization, customers, clients, and team members. Louise received her MSW from McGill University.
Jody Hicks, MA, RP, CCC
Jody Hicks, MA, RP, CCCClinical Supervisor and Manager of Mental Health Services
Jody Hicks, MA, RP, CCC is the Clinical Supervisor and Manager of Mental Health Services at Dalton Associates. She brings with her over 15 years of dedicated and varied clinical experience working in the field of Mental Health and Wellness. Jody’s experience expands over a variety of settings from immediate support and crisis work, community-based addictions programs, supporting graduate level students within an academic institution, and private practise. She is a full professional member of the CCPA (Canadian Counselling and Psychotherapy Association) and the CRPO (College of Registered Psychotherapists of Ontario). Jody has a Master’s Degree in Counselling Psychology from Naropa University in Boulder, Colorado – she graduated in 2006. Her degree has a special focus in Transpersonal Counselling Psychology with a concentration in Wilderness Therapy. She has a high level of comfort and skill when working with complex cases.

Jen joined the Dalton Associates team in 2020 as a Wellness Navigator in our Indigenous Mental Wellness Services Division, the NAN Hope Mental Health and Addictions Support Access Program. Not long after, she shifted into a Family Care Manager role within our First Responder Mental Health Team, primarily supporting the Encompas Mental Health Wellness Program, following an 18-year career as a police officer. Since then, Jen has grown into the Team Lead and now Program Manager of Encompas. Additionally, Jen is Liaison on Dalton Associates’ First Responder Advisory Council, which is comprised of First Responders from various professions including: police, paramedics, firefighters, etc., who ensure the quality of our services and care for first responders remains exceptional. As we continue to grow our First Responder Mental Wellness Services Division and support offerings, Jen is an invaluable resource as an internal voice representing the First Responder culture, understanding, of course, that this is not a homogeneous community.
