Leadership Statement

The Encompas Mental Health Wellness Program arose from a partnership between the Ontario Provincial Police Association (OPPA) and Dalton Associates in response to the OPPA’s concern for the mental health and wellness of their members.

The OPPA’s goal was to work with an organization towards the development of a wrap-around, cohesive, and comprehensive mental health support system for their members; one that would have a significant positive impact on a members’ access to care, the delivery of the right treatment for the right individual, and ultimately a positive effect on the members’ well-being.

What grew from this collaboration is Encompas; a First Responder-tailored mental health and wellness service that not only provides the direct and culturally-relevant assessment and treatment services, but also ensures that the pathway to mental healthcare is barrier-free and supports sustainable mental wellness for all those who access the program.

Clinical Leadership

Carl Dalton is the Chief Executive Officer of Dalton Associates Mental Health Services, serving the province of Ontario. Carl holds a Masters of Social Work Degree and is a Registered Social Worker with the Ontario College of Social Workers and Social Service Workers. He brings 20 years of clinical and business leadership experience in education, mental health and addiction fields.

Michelle Goldsworthy holds a Masters of Social Work degree, and is a Registered Social Worker with the Ontario College of Social Workers and Social Service Workers. Michelle manages and coordinates mental health and wellness support programming within the Corporate and Government Services Division at Dalton Associates.

Jennifer is Registered Psychologist with the College of Psychologists and Behaviour Analysts of Ontario, and is listed with the Canadian Register of Health Service Providers in Psychology. She holds a Specialized Honours Bachelor of Arts degree in Psychology from York University, Toronto, Masters of Arts degree in Counselling Psychology from Adler, Chicago, and a Doctor of Psychology in Clinical Psychology. Jennifer has over 10 years of clinical experience in a variety of therapeutic techniques and modalities.

Kathi is a Psychological Associate registered with the College of Psychologists and Behaviour Analysts of Ontario. Since obtaining her Master’s Degree in Clinical Psychology, she has worked mainly in private practice and has nearly 20 years experience providing psychological assessment and treatment to individuals and couples. She currently holds the position of Director of WSIB Services at Dalton Associates. Kathi has a special interest in working with first responders and has obtained extensive training in this field. She provides a full range of psychological services (diagnostic assessment and treatment) to those dealing with stress, depression, anxiety, post traumatic stress disorder, chronic pain and specific phobia.

Dr. Jetly is a psychiatrist with many years of experience working with military and veterans in occupational health settings. Dr. Jetly is currently the Head of the Centre of Excellence on Mental Health, Directorate of Mental Health within the Canadian Armed Forces, and an associate professor of psychiatry at Dalhousie University and the University of Ottawa. He has published numerous articles in professional journals and presents nationally and internationally on such topics as post-traumatic stress disorder, operational psychiatry occupational mental health and leveraging technology in mental health.

Jen joined the Dalton Associates team in 2020 as a Wellness Navigator in our Indigenous Mental Wellness Services Division, the NAN Hope Mental Health and Addictions Support Access Program. Not long after, she shifted into a Family Care Manager role within our First Responder Mental Health Team, primarily supporting the Encompas Mental Health Wellness Program, following an 18-year career as a police officer. Since then, Jen has grown into the Team Lead and now Program Manager of Encompas. Additionally, Jen is Liaison on Dalton Associates’ First Responder Advisory Council, which is comprised of First Responders from various professions including: police, paramedics, firefighters, etc., who ensure the quality of our services and care for first responders remains exceptional. As we continue to grow our First Responder Mental Wellness Services Division and support offerings, Jen is an invaluable resource as an internal voice representing the First Responder culture, understanding, of course, that this is not a homogeneous community.

Care Management Team

Susan B
Susan BProgram Operations Coordinator
As Program Operations Coordinator, Susan works closely with the Program Manager to support the Encompas Care Management team in delivering exceptional, around‑the‑clock client care. She guides Care Managers through early learning and onboarding, and strengthens the foundational practices that help the team grow with confidence and consistency.

Susan began her career in emergency services as an Ambulance Communications Officer before spending more than twenty years as a Communications Operator with the Ontario Provincial Police. Her lived experience within first responder culture gives her deep insight into the pressures and realities faced by those who serve, shaping her approach every day.

Committed to prevention, education, and holistic wellness, Susan has pursued ongoing training as a Certified Trauma Support Specialist and Community and Workplace Traumatologist. Her mission is to support the mental health and wellness of first responders and all public safety personnel families with compassion, respect, and cultural awareness.

Outside of work, Susan enjoys political podcasts rooted in social justice and is a passionate advocate for equity, fairness, and inclusivity in all communities. She also loves learning about history and world religions.

Growing up in a military family, I learned early on the value of resilience, adaptability, and service. I pursued a career as an Emergency Services Communications Officer with the OPP, supporting members of the public and frontline responders in high-pressure moments when it mattered most. After witnessing firsthand, the toll this work can take on officers and their families, I chose to pivot my career toward supporting first responder mental health and family well-being. Today, I am dedicated to helping those who serve feel supported, understood, and never alone.

Member Lead – Care Manager
Jenn is an RPN in Ontario with a BA in Psychology and a strong background in both inpatient and outpatient mental health. She has supported diverse populations, including First Responders, offering compassionate, individualized care grounded in clinical experience and collaboration.

Her work in acute mental health settings has shaped her thoughtful, client-centered approach, while her outpatient experience has strengthened her skills in therapeutic support and care coordination. Outside of work, she enjoys spending time with her family and painting watercolour pet portraits.

Caren S
Caren SB.A. in Psychology and Thanatology
Care Manager
Caren brings a deeply rooted foundation in trauma response, beginning her career as the inaugural Coordinator for Victim Services of Middlesex County. She went on to spend nearly two decades with the Ontario Provincial Police as a Communications Operator and Critical Incident Stress Responder, providing support and debriefing to first responders across the province. Her connection to policing is not only professional but personal, shaped by the perspective and lived experience that comes from being part of a police family her entire life.

Some of her most meaningful work has involved walking alongside the families of police officers who have died in the line of duty or by suicide, support she regards as both an honour and a profound responsibility.
Caren holds a Bachelor of Arts in Psychology and Thanatology and is a Certified Grief Educator through David Kessler’s renowned training program. She is also a certified Yoga Instructor and accredited Meditation Guide, integrating evidence informed knowledge with a compassionate, holistic approach for each of her clients.

Nicole S

Care Manager
With 15 years of experience in crisis response and community mental health, Nicole brings a steady, compassionate presence shaped by both professional experience and lived understanding. Her background includes serving as a crisis responder with Victim Services and as a case manager with the Canadian Mental Health Association, where she supported individuals and families navigating trauma, crisis, and complex life challenges. Nicole understands the unique pressures this work can place on individuals and families, and she is committed to creating a safe, non-judgmental space where members feel understood, supported, and empowered throughout their wellness journey.

In her free time Nicole enjoys time in her kitchen cooking and baking for loved ones and hiking with her dogs.

Care Manager
Coming from a family of first responders and having served as a paramedic herself, Jadyn brings a deeply personal perspective to her work. Her experience being first on-scene during tragedies has shaped her ability to provide individualized, trauma-informed care that reflects the unique realities of emergency services. Outside of her practice, Jadyn is a dedicated advocate for animal rescue and finds balance and joy in life with her shelter dog.

Care Manager - Rapid Access Same Day Counselling Clinician
Addiction Support Liaison
Suzz is a registered social worker holding a master’s degree in social work, undergraduate degrees in psychology and human services. She is also a clinical addictions and trauma specialist and certified grief educator.

Suzz’s work is guided by a few core values: honesty, service, and deep respect for the lived realities people carry. She is known for her clarity, steadiness, and her ability to hold difficult experiences with both compassion and straightforwardness. She believes in practical forms of community care, showing up when it matters, advocating for others, and creating spaces where people feel seen.

Suzz also runs a private therapy practice, where she supports first responders and their families, athletes, and individuals navigating addiction, trauma, and the unexpected life experiences of grief and loss. In addition to her clinical work, she is part of the School of Health & Community Services at a local college, where she teaches and develops curriculum in mental health and addictions for the Social Service Worker program.

Her connection to the first responder community is not only professional but personal. She understands the culture of service, the weight of operational stress, the balance of responsibility and the importance of wellness. That lived experience strengthens her sensitivity to identity, loyalty, and the realities families navigate behind the scenes, informing her work within the Encompas program.

Care Manager
Tara is an RPN and Care Manager dedicated to supporting police officers and their families. With both professional expertise and lived experience, she brings a deep understanding of policing culture and the unique challenges faced by members and their loved ones. Having grown up in a police family and been married to an officer for over 20 years, Tara understands firsthand the realities, pressures, and strengths inherent in first responder life.

With more than 30 years of nursing experience, Tara offers extensive knowledge in assessment, care coordination, and client advocacy. She approaches her work with compassion, integrity, and respect, recognizing the importance of trust and confidentiality in every interaction.

Tara meets individuals and families where they are, walking alongside them to develop personalized, client-centered plans of care. She works collaboratively to identify appropriate resources and facilitate supports. Her goal is to create a safe and supportive environment where members and their families feel seen, heard, and empowered as they navigate challenges and build resilience
